We've ran into this when switching users between desks; we use roaming profiles, so it's a similar sort of issue -- user B can't write to CATEMP specified in COSW.INI, because it was created by user A.
I usually fix this by tracking down the COSW.INI, moving it to C:\WINDOWS, changing CATEMP to something world-writable (like C:\TEMP, which I've had to create for Comet-related weirdness such as this.)
My kingdom for a proper per-user INI system.
