UE tools

I thought I had UE beaten but I was wrong. I installed the lastest and greatest IB Install, the one called for Comet32.exe. I had the tool icons on UE.
Today they are gone. So I again installed the IBInstallforComet32 and there are NO tools.
I did get the attached Window. Check it out. Vista knows I failed but offers no help on how to do what I want to do.
