New Reporter Front End

Signature needs to think through the reporter front end further. The new method for the reporter is to use .IBR text files. There are needs for users to modify reports via an editor, but Comet does not have a text editor. If there is no imbedded text editor and the user does not have O/S level access to the file, how are they going to modify a report?
