I can think of two other instances where the use of IP address can be problematical.
1. If you're running DHCP for IP addressing and a PC is idle for a couple of weeks (user on vacation), it's IP lease might expire and it could get a different IP when the user returns.
2. Remote users might be using dial up, cable, or DSL where the IP is assigned dynamically by the ISP.
