It's not Microsoft's responsibility to get the drivers up to date.
(Or actually as described by Grants post, to make the drivers stable.)
It is the individual hardware vendors responsibilty to do so.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
