For what it's worth, we always have trouble with new dongles, whether they be parallel port or USB. If it's a USB dongle try running cbusb.exe and see if the computer sees the dongle's number (if it's a USB dongle), and if it does reboot the computer. If not find a USB port that does see it.

If it's a parallel dongle be sure the license.txt file is where it should be and reboot.
