All this files used are included in the UTL release. It has nothing to do with the version of Comet. Try re-installing UTL 7.03 and make sure you copy ALL of the files. Looks like the .dll for DbMgr is from a later release. As a matter of fact, I'd erase your UTL directory entirely, then reinstall - assuming you don't keep any non-UTL files in your UTL dir.
