There is a way around the problem in Excel. I do it all the time. You can create a macro in Excel that does the import. For whatever reason the import Macro allows you to explicitly define what a column type is, so one that Excel would normally put as numeric it will handle as a string.

This is also true in the import wizard. If you specify a file with an extension other than .csv and open the file. Excel will present a dialog that allows you to specify the file as a comma delimited file. It then allows you to define how to treat each column.

But there is no way to tell Excel that you want .CSV to open, but do it with the wizard-MS is just so smart ;{).
