Yes, did a little more research. Looks like the Environment.SpecialFolder is .NET stuff.
I too found the SHGetSpecialFolderPath and tried using it with CSIDL_MYDOCMENTS (&Hc).
I found that it does not work on XP (did not try on Vista), so much for the microsoft doc.

However, as you mentioned, CSIDL_PERSONAL (&H5) does work on both XP and Vista, and W2K3 Server.
My vb.net program crashed on W2K Server.
