Behavior of Launch

Did the behavior of the Launch command change in RPG?

I am creating a text file on a local CFAM directory then launching the file LAUNCH C:\COMET\EBW\FILE.TXT and I see that the file is being copied to my CATEMP (TMP) directory and launched form there?

Why would launch not launch the file from the explicit directory?
