My personal experience is limited to hiding report source files from users. Back when users did not understand the difference between running a report and creating/modifying a report and "helpful" operators would modify a working script so perfectly that it would not work. And, of course, it was my fault. Changing the $ prefix worked fine. Today I would change the .IBR file extension to do the same thing.
Jon has much more experience controlling access to reports and I defer to him.
BUT I have to go on record as being opposed to a scheme based on multiple copies of #CFILES. I said it before and I'll say it again (and again), "When you have the same information in more than one place, it's no longer the same information." Have more than one #CFILES and they will get out of sync.
