It's a windows error 33 not an extract error. The MS explanation is:

Operating system error 33 -- ERROR_LOCK_VIOLATION
(The process cannot access the file because another process has locked a portion of the file.).

This may indicate that someone is accessing the file using type N directories. Type N directory access uses record locking.
