Sysgen loop

Comet 2008.289, REL 08.02, UTL 08.03, and Sysgen 04.08.

After validating the INI and the build of the CFG's begins, Sysgen goes into a continuous loop. F3/F10 breaks the loop. But, the last CFG is corrupted. User gets a GPF and then can't even try Comet again until they reboot the PC.

I copied the INI to my laptop and Sysgen ran OK. Copied the good CFG back to the customer.
