Another tidbit on "Run as Admin" in Vista from a Microsoft run forum.
The poster tried "Run as Admin". Didn't work. Then did Disable on both "SecPol" changes. The problem program(s) worked. The poster didn't report back on trying Enable/Disable or Disable/Enable combinations. I checked my SecPol and I'm set Disable/Enable for the two settings. 1 - A referral was returned from the server Some such applications can run well in XP but not in Vista. This problem also doesn't occur when UAC is disabled.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.

1)Run "secpol.msc" -> Security Settings -> Local Policies -> Security
Options
2)Disable "User Account Control: Only elevate executables that are signed
and validated" option
3)Disable "User Account Control: Only elevate UIAccess applications that
are in secure locations" option
Above steps can fix the problem.

Some applications will encounter this if they do not meet some certain
requirements of Vista. For instance, some applications are not signed, or
have no "UIAccess = true" in the manifest resource. Vista decides if
requested execution level of an application requires elevation, and error
is returned by ShellExecuteEx if the elevation is declined. Vista
application has very strict design requirement, some application can run
well in XP but will encounter problem in Vista because they are not fully
Vista compatible.
