Yes, there is a program called webserve which will serve images (and many other types of files). It is available in source in the xtl directory (xtl801.zip in the signature.net/download/xtl folder. If xap can't find the file specified by the browser, it will automatically run webserve in your xap directory.
Take a look at the source and if you have any questions, I'll attempt to answer them.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
