LOCK question

Program A:

OPEN (2) 'FILE', EXCP = NoFile
LOCK (2), Excp = FileLock

Program B:

OPEN (4) 'FILE, EXCP = FileLock

Program B sucessfully opens the file. Also MAINT and other programs. I only get an E7 if I run Program A in a second session. The E7 comes on the LOCK not the OPEN. Is the DIR= still mandatory on the OPEN in Program A?
