Yes, Office 2007 is XML based. Comes with converters so you can Save As in pre-2007 formats. There's an add-on for pre-2007 Office to enable reading of the XML versions.

Took a quick look many months back. Too complicated for Comet to create :( Maybe Jim has an update.
