Sounds like someone disabled support for the 16 bit runtime (ntvdm.exe). Have them make sure sysedit.exe (Microsoft's 16 bit configuration editor) runs. Although I gotta say that just changing domains shouldn't affect this. Maybe the policies associated with your domain are blocking 16 bit support.
