Not so Random TIMESTAMP

While running some tests on my file server I came across something that made me wonder, and I checked...

I discovered that the hundredth's of seconds in the Comet TIME$ variable can't be right... My memory tells me of timer ticks every 18th of a second or something like that. While checking my XAP logs, I found that ALL TIMESTAMPS had a fraction of a second of 25 or less.

The "RANDOM" distribution of the fraction of a second was not even but .22 .23 and .24 were on a weaker presence (30% less than average) and .25 was running at 40-45% of average.... Very ODD!

I would expect a bunch of random timestamps to yield a more or less even distribution between 00-99 hundredths
