This is indeed a concern. I guess you mean Windows 2003 Server when you say w2k3. The memory cache for a file should be committed to disk when a file gets closed at the very least!
Windows 2003 Server is fairly new. The only way I can think of to prove that the cache does not get purged to disk is to kill the power to the computer after a file is written and closed. I bet your customer would not want to volunteer for that little experiment.
