The other big one out there is Dreamweaver by Adobe ( http://en.wikipedia.org/wiki/Adobe_Dreamweaver )

I've used both (in a research type fashion - not production work).

Web design people I've asked in the past prefer Dreamweaver over Frontpage.

Suggestion: If you can't beg, borrow or well you know, a copy of the software, check out ebay. A lot of times, you I can get a legit copy (might be a version or two back), for pennies on the dollar. I'd rather spend $50 or $100 for software then get the most recent version for five to ten times the amount.
