I have reproduced this bug and can see that what is going on is that the ClearFormat process inherits the record length from the previous Io. It then goes on to check the record length vs the format length. The check should be bypassed in the case of ClearFormat since it does not use a buffer at all. I will have a fix for this in build 395.
