Yes, as it stands now you need UE to compile for Comet32. If you are running version 10 or higher of UltraEdit, you will run IBInstallForComet32.exe. If you are running version 9, you must use IBInstallForComet32.zip and follow the instructions in the ReadMe.txt file. In either case, go to the Download\InternetBasicDevelopmentPlatform page to get what you'll need. Below is a link to some UE compilation doc.
