The file came as an XLS. You get what you get :) Saved as a CSV with the "Comma Separator" on, Excel double quoted the output (ie. "1,300.00"). Comet's CSV read gave an E46. With the "Comma Separator" off the output was 1300.00.

Hint. Line 65 in the screen shot.
