Error opening a file

I'm encountering an issue where an error is being thrown when trying to open a file (the file is called HWOAP, see attached). The associated USE statement is incorporated at the beginning of the program; An error is occurring when trying to open the file .

The HWOAP file exists in the directory, it's in the QDIR, and I can open it via COMET Editor.

Any suggestions as to why the OPEN statement is throwing an error?
