Error: 13 COM Server License Not Found

I'm trying to use COMETLIB.DLL in a VBA application and when I try to initialize my connection with CFAM I get the following error message.

CometFiles: Login for client: "USER15" failed! - System Error: 13 - COM server license was not found

Any help would be greatly appreciated.
