Workstation startup

Using the following components, NLM 3.06 , Rel4.01 , Utl4.01 , Comet 2003.331 on a Win98 workstation, we get the following message upon Comet trying to startup:
" Comet IPC Int: Unable to load CoshIPC.dll "
