ProgramData maybe hidden. Try folder options to see if you can reveal it and find cosw.ini.

The dual folders indicates that you've installed 64 bit Vista Ultimate. Program Files (x86) is the location for the installation of 32 bit programs. Program Files is where native 64 bit apps go.

Comet 2008 won't work on a 64bit OS. You can try Comet 2009. Or, reinstall Vista with the 32bit OS.
