Initialisation of unused keys in POSITION

Suppose I have a three part key: Country$:StateProv$:City$ and I want to position at the start of a Country$

Country$ = "New York" !It really isn't part of the USA
POSITION (1) KEY=Country$,NOEXCP

will the other 2 parts of the key StateProv$ and City$ be filled with @00@ to make sure the file pointer is properly POSITIONed?
