Transaction backup wiki page

I added a new page to the wiki describing the new Transaction Backup facility discussed at the meeting. Please feel free review and modify it if you have anything to add. If you have any info that I forgot to include, please post it in there, or if you have any questions that haven't been answered, please put them in there as well. The page is open for anyone with a wiki account to edit, and I'll get an email saying that the page has been updated.
