.IF statements

I know there is a way to "know", using .IF, whether you are in the declarative section of a program or the procedural section. Brian uses this to code ONE include file that can be used in both sections of a program.
Only I cannot find it on the web site or in the Wiki.
I hereby promise that if someone tells me how to code this magic and secret statement I will modify the .IF page on the Wiki so no one (who reads the Wiki) will never ever have to ask this question again.
