A City hall and Police Department are in the same building and share the internet to save costs but shouldn't share data. The State of Illinois Criminal Justice people come do a security audit and they get pissy when the appropriate safeguards are not in place. They have rules that say that nobody can be on the police network except for police but they may find it acceptable to have the other departments on the physical backbone if such security measures are there like pschotic DHCP lease times.
