Found the problem that was causing the NIC speed to drop and make file transfer revert to SLOW (1MB/sec). FAST is 30-40MB/sec.
My Server 2008 has an Intel MOBO with the 82567LF-2 NIC on board. Depending on the hardware and OS combination the "System Idle Power Saver" will be ON. Intel calls it SIPS (sips power, too cute). Every 2-30 minutes the NIC would switch from 1000Mbs to 10Mbs to save power. And take a 2 second break while doing it.
The break posted a number of "e1yexpress" events in the System Log.
The fix it to turn SIPS OFF. The setting is in either of two places. On the driver's Advanced tab in a drop down list of features. Or, if ProSet has been installed, on the driver's Power Saver tab as a check box.
I'll pass this on to the customer and see if these changes apply.
