After much help from Barbara (thank you very much), we've found the solution that was right under my nose:

COSDLLDIR$= ....

This little snippet of code was preventing it from ever seeing the DLL. By doing a SUB(PSTAT(PARTITION$),41,3), this has all been remedied. Thanks again!
