The only time Comet32 is required is on 64-bit versions of Windows. 32-bit versions of Windows may run either the old, familiar Comet16 or the newer Comet32.

Internet Basic object files created with Comet16 will run under either Comet16 or Comet32. Objects created with Comet32 will only run under Comet32.

You should read the Comet32 wiki page for more info and a list of obsoleted IB functions.
