A bug (has been fixed) in the dialog code was truncating the message which should read:

The startup program has determined that the Comet core module may not be functioning properly. Choose "Retry" if you would like to try again.

This error is generated when COSW attempts to connect to COSC and COSC does not respond within 10 seconds. Why this is happening during shutdown is not clear at this time.
