I've had this error a couple of times on stand-alone servers.

1) Check Task Manager to make sure all the Comet processes are truly stopped.

2) Kill the Comet consoles. Sometimes having them go to a "Red X" status isn't enough.

3) Once or twice, the local IT guy, started Comet from a remote session (usually session 1). I had to kill session 1, via Task Manager, to release whatever was blocking the install.
