Apparently UAC (Vista) reset after a patch update. Turning off UAC has restored function of DocMgr viewer launch.

Maybe I should move $(CATEMP). Currently it's C:\Windows\CAFiles\CATEMP.

$(CATOOLS) is C:\Users\User~1\RSE\AppData\Local\Temp\CAFiles\CATOOLS.

Even if the UAC resets, the second path shouldn't prompt a UAC interruption.
