A) won't work because LAUNCH needs the full path. This might work if the file was in your "current" directory but that would be unlikely (the folder from where Comet was run).

B, C, and E don't work because you need to specify the directory (or null) for CUtlCpy and its parameters should not be in quotes. Try this:
ENTER CUtlCpy,,JAHRTC.CSV,TMP,JAHR1000.CSV,$(CATEMP),N,Y,T
