I got this yesterday when I was trying to reproduce something else a customer was having trouble with. In my case it was because my Comet shortcut didn't have /PN= and I didn't have any .cfg files. When you're installing a new Comet32 system and you need to get into SYSGEN, put the /PN= on the command line even though the .cfg file for the PN doesn't exist yet. Comet will run SYSGEN directly so you can make the .cfg. Make sure REL is directly under your Comet folder.
