The problem is that all of your SERVER statements are commented out in your Comet.ini file. Back in the "old" days Comet would use Windows messaging to try to find the security server running on the localhost if you didn't specify a security server address. Comet32 does not do that. You must declare either the IP address or server name in a SERVER statement.
