The link below will explain what CometServerProducts.exe and CometWorkstation.exe do. They are installation programs that will setup the Comet executables for you. It doesn't matter whether you put the server executables in the same folder as the workstation executables (ie Comet folder). That's your choice. Just remember to put your license.txt in the same folder as CSecSrv.exe.
The error you're receiving suggests that either the security serer is not running or you don't have a correct reference to the IP address for the security server in your configuration file. You should have a SERVER= statement in the [SITE] section to identify the server, then a SERVER= statement in the [NODE] section to indicate whether it's a security server, file server, or both.
