We have made it a policy to copy all files (synchronize) to $(catools). If the file is there and up to date, the copy takes virtually no time. And catools persists whereas catemp is cleared every time comet starts up.

Check the properties of the file. Is it set to read only by chance? I am not 100% positive, but I think copyfile copies the permissions as well as the file.
