Yes, you can do your own CSV formatting. Writing out CSV files under 254 isn't too difficult but using CSV makes it easier. Writing files over 254 is a harder. CSV makes it easy up to 8000. Reading and parsing CSV files of any size is a pain. Againj, CSV makes it easy.
