Comet IPC INIT Unable to load coshipc.dll

I get the above error message trying to launch my Comet2004. I checked the coshipc.dll and it is in my Comet2004 dir with a size of 48KB and a date of 12/15/03. Is there a application that goes with this dll ? .. if so what name should I be looking for.
Start of COSC gets as far as "Cosh startup in progress" and just freezes at /WD="E:COMET2004" .. Comet 604 is not starting
