Along with the program used to launch a file type you can also assign "actions" that apply to that type. Make sure you have "opennew" as one of the actions. Simply having "open" as an action is not sufficient, as HTMLPTR uses "opennew". If for some reason NT doesn't allow this action, you can change "opennew" to "open" in #HTMLPTR (released in the XTL dir).
