Brian:

1) Started CAW Host fresh so that there would be an empty log.

2) At CAW client, ran the program that gives the 3/23 error.

3) At CAW client, ran another program that does a CopyFile and Launch sucessfully.

The bad program has cut and paste logic from the good program. Some variable names were changed to protect the innocent.
