This is something like a test and also a response to your message. It could be that you were refused because responding to a message over 1000 messages ago would not have been seen by anyone except looking at the last 50 postings. Idon't really know why it produced that particular message.

The LUN 0 feature is documented in the comet32 page on the wiki.

Each LUN takes up table space in cos32, cfam, and the file server. We decided to keep the number reasonable to save memory space and performance time. You actually have 99 LUNs excluding the terminal. If you find yourself running out of LUNs, you are probably trying to kind of make your own file system within your programs and coding an association of LUNs to files.

That being said, we are open to any suggestions. I have been thinking lately that the number of DABs is too few. It is possible that we should come up with a scheme to make these collections dynamic (and therefore virtually unlimited). That would be quite a large project on our part, but it may be worth it.
