The license.txt has to be in the same folder as CSecSrv.exe. It has nothing to do with REL necessarily. The recommended way is to designate one machine in the network to be the security server for all. It alone has a dongle and runs CSecSrv.exe. Otherwise, each machine will have to run CSecSrv.exe for itself.
