We have been doing this for years now throught the Illinois Comptroller's Office. They handle all the contracts with the credit card companiies, provide our cities a web present if necessary (or use the city's own website) and process the transactions. Fees from Visa, MC, AMEX and others are set rate...city can chose to cover cost or pass on in some cases. Money is deposited in the State of Illinois First Funds account that the City can then transfer after 48 hrs to their own bank account. Simple easy and cheap. The State makes it money off the interest from some many users.
There are many others out there that sell a solution that we interface with as well. Problem is they are not as cheap, charge more fees but may offer many more enhaced services. At a min. they all offer web transactions, touch tone entry via phone, kiosk and swipe equipment.
